I think it means something else here (he said, crawling out onto a limb).

FIFO stands for First In First Out. It describes a queue data
structure where the frst item of data in is the first to be processed, 
as opposed to a stack, which is LIFO (Last In First Out).

One use for FIFOs is buffering data streams in situations where data may 
be incoming at a variable rate but must be processed at a fixed
rate. If you have a CD player with "skip protection" then you've seen
a FIFO buffer at work.

AFAIK, both terms are borrowed from accounting where they describe
inventory models.
