All you have to do is ask.

The Hsync and Vsync are automatically phase-locked to a very wide dynamic
range, but the design was not spec'd for every frequency and divide ratio of
VGA/XVGA modes. In theory, it should work from 16 to 45 KHz for
non-interlaced video. The pixel clock is also automatically phase-locked to
the HSync. In VGA mode with (640x480) the Pixel clock is approx 12MHz for a
31KHz Hsync.  HOWEVER, if the VGA card is using INTERLACED mode, the HSysnc
will be half this freq (same as NTSC) and won't work.  Vsync also has a wide
dynamic range from 60Hz to +/-100%. However the H/V ratio must be preserved
to maintain the image aspect ratio of 4/3.
