This is not a budget solution, however: There a norwegian company, Nera
that makes a portable Inmarsatphone (with fax and data capability). It
works almost anywhere rovided that you can that a minute to align it
propely (haven't tried it from a moving car). Works on boats though.
Coverage is +90% of the worlds surface (excluding the poles) but I've used
it less than 900Km's from the Northpole and worked fine. Like GPS it's not
so good in mountainous terrain (you need skyview).
The price should be down to $2.5K or such by now.
